“Not only is this establishment is a constant source of nuisance and disturbance to the local Chinatown community, it is constantly illegally discharging polluting noxious smelling bacteria-filled wastewater into the street, lowering the quality of life for everyone who has to walk across the sidewalk just to get to the subway.
